1956 johnson 15hp fd-10 carb/starting issue

I just picked up this engine for a very good deal. im having trouble getting it to start. it has 90 psi on each cylinder and has very strong spark.. it will run a little when I spray gas in the cylinder and sometimes when I spray in back of carb. My fuel tank pressurizes fine. after a few pulls and the fuel I sprayed in burns off ,the carb starts pouring out gas. its kind of like the engine isn't pulling the gas in the crankcase. any help is greatly appreciated. Ive been dying to get on the lake and do some fishing. :lol:

Fuel pouring out indicates that carburetor float needs attention / cleaning.
