99 Johnson 250 Red Switch

Hi all, I have a multiple question post.

1. If you are on the port side of the 99 250hp in the lower left corner area there is a red switch that is pointing down. In order for me to start the motor I need to put the red switch in the 1200 position. What is this switch and what position should this switch be in to run the boat 1200 or 0600?

2. When I go to wot the bow points to the sky and it seems to bog due to the water and it will not plane out. I did find and I haven't tested it yet after this find, I found two sparkplugs leaking oil. So, I tightend these and I haven't tested yet.

New to boating ??---Are you pushing the key in while cranking the motor over to start it.-----Are you trimming the motor ALL the way in when taking off ???

Motor starts - I have that part figured out.

Yes, I have it trimmed in all the way in and trimming out when the bow is up it just seems either I'm missing a sweet spot or something. Looks like I'm going out today and see if I can achieve plane.
