lower unit shift linkage

After replacing lower unit in a 1978 70hp Evinrude, the shift linkage binds in the rubber grommet on the upper unit so badly I can't move the linkage hardly. After removing that grommet it shifts easily. My question is: is that grommet really necessary since it's not really a seal.

Does this unit have a shift rod that angles off on the top few inches? You may have it oriented wrong. As far as the grommet goes, it helps seal water out of the motor area. If you are in saltwater I would recommend you figure out how to leeave it in place.

Find out what's wrong with it as that grommet has to be there.

Thanks. I will take it apart again. It appears identical to the old unit.
