18hp Johnson fuel pump shim placement?

Hello fellow boaters!
I'm looking for someone's help in placing the shims and springs in the right place. One spring seems a tad bigger then the other both shims are the same. Attached is a picture. What did I do wrong. My motor does not want to idle. The carb has been cleaned and rebuilt. The glass fuel filter will not stay full either :/. I'm thinking the fuel pump had something to do with this. I will post the picture shortly

The check valve disc above your finger sits on top of the spring.----The one to the left of your finger sits under the spring-----Filter bowls do NOT stay full when motor is running.

Thank you raceron your a life saver!I was racking my brain lol. Does it matter which spring goes where? One spring is a little bigger then the other.
