Can't get to full speed unless the primer is pulled out.

I have an 1987 8 hp Evinrude outboard that won't get up to full speed unless the primer is pulled out. It starts great, idles well, and runs but with the primer pushed in it only seems to run at half throttle and slightly surges. I took the line off the carburetor bowl sprayed the carb down with carb cleaner, then ran some sea foam through the bowl. Could this be the fuel pump? Any help would be appreciated

Might be a blockage in the carb, did you clean out the little passage holes and all the little jets?

As Bosunsmate suggests it sounds as though you need to do a full carb clean. It may be worth getting a carb repair kit

but check/ clean the high speed orifice ... that may be the problem

I did not take the carb apart. But plan to this afternoon I will make sure to clean it out good, I guess I tried to shortcut it.
