taking off the exhaust cover

Is about to get the better of me.
1956 big twin 30.
I have all but one bolt removed. One twisted and snapped.
Remaining bolt is bottom right (I bet many of you all already guessed which one was being a bugger)
My question is if I have to remove the power head to do this job correctly?
That bottom cowl is testing my patience to be sure.
Busted bolt Is an easy one to get to.

Also- New bolts are going on the shopping list.
My desire to keep it original is going out the window in favor of hex key bolts to replace what they used on 1956.

Are you saying you can't get the bottom cowl off? That would be the way to go.

Are you planning on taking it apart again within the next 10 years or so? Why worry about getting the bolts out again. Hint: Stainless steel bolts will seize worse than steel ones and if you do break one, it is harder to drill out. Hard to beat what was put in there originally.

Is any part of the bolt sticking out or is it broken off flush ??

The bolt that busted will be an easy drill - tap.
The bottom right is just a bear to get to.
Does the lower "tray" that the cover sits on-
Can it be removed or does the power head need to be removed?

Lower bolt right has some slot damage but it is h holding fast. That's the log jam right now. If that one bolt can be removed, all would be good.

Frank, no, I am not going stainless.
thought a hex key wrench would be easier to use than a screwdriver.

How do you get the bottom cowl off?
My boat/motor are kept at the lake, 100ile drive.
Typing on this microscopic phone is slow going.

The rear bottom cowl is held on by 4 vertical screws that go into the exhaust housing, and one horizontal screw on the starboard side that goes into the front bottom cowl. I was thinking the vertical ones come up from underneath, but the parts book shows them going down from above. I guess I'll trust the book over my memory.

It looks like the lower "cowl - pan" is sandwiched between the exhaust housing and the power head.

Well, it isn't. And (4) #40 and (1) #37 screws hold it.
