15 HP Johnson does not go into neutral all the time

I have a 1997 15 HP Johnson that will not go into neutral all the time. It will also start while in gear. What is the 1st thing I should look at?

Was the lower unit removed recently ?--------Does the recoil starter interlock work properly ?------------You should only be able to pull the rope when motor shift lever is in the neutral position.

I can pull the rope even when the motor is in gear. It will even start when in gear. thanks

Nothing has been done to the motor in the last 2 years that I have owned the motor.
