compression test pull rope

I've got this Johnson1981 35HP eletric start Model J35ECIG, has been standing in a garage for 15yrs. Motor looks clean, bottom leg doesn't look salty, I do get spark on both plugs. It hasn't got a control instrument cable, my first compression test was not successful, because the starter did not turn the motor fast enough, I used a brand new heavy duty battery, now I'm using a rope to do my compression test. Result, top cylinder 100PSI, bottom cylinder, 105PSI.That is with Q20 sprayed into cylinders.Can you please guide me step by step how do I go about just starting this motor, only to see it run, before I start spending money on spares, carb kits etc. Your help help will be appreciated.

Referring to my previous letter, re compression test pull. The compression I gave was incorrect, I gave it as 100x105. The actual and correct reading is:120PSI top cylinder and 105 PSI. bottom.Thank you,
