2003 Johnson Evinrude 115 HP 4 Stroke, cooling system question

I have owned the above engine for about 10 years. During that time, there has never been a visible stream of water from the "pee hole." Is this normal? If so, where does the water exit? If not, what should be done to fix it? If the engine is overheating, it doesn't show up on the heat gauge.

The tell tale is only an indicator for the system.----Only a wee bit of water goes out of it.-------The bulk of the water goes out with the exhaust and out the prop.------Remove the hose and fittings of the tell tale and clean them as they often get plugged.
