225 evinrude/volt regulator

how do i check the voltage regulators in the drive way on the trailer? the batts out put at idle on the ears is 13v and checks good on both engines.

The regulator is checked at 4500 rpms, which I would not do unless in the water. If you are only checking voltage, it should stabilize at approximately 14.5 volts.
