92 6 hp johnson outboard

My dad recently purchased a boat. For the kicker it came with a 92 johnson 6 hp outboard. It starts and idles great. Problem is it has no throttle control. When you twist the handle nothing happens it turns inside the motor but no linkage is hooked up to the carb. I took some pictures of the current setup. Hopefully someone knows what we need to order or what is missing or what we need to hook up any and all help is appreciated.

That motor should be a cable set up. I would check and makes sure the cable is not missing completly or broken in the tiller arm somewhere. Post the pics if possible so we can get a good look.
