1996 Johnson 30HP Charge Coil Problem

I can't figure out what's wrong with my charge coil, on the ignition plate. I replaced the charge coil and still get a ground reading of 10-11 volts for the ground test, and only 104 volts (230V is required) for the output test. We double checked our installation and everything looks good. Besides the wiring what else could cause the ground? I did not check the RPMs during the output test, but it does crank pretty strong. I would appreciate any thoughts on this.

No I wasn't! I just did some research and understand this is why my readings are so low. I found a post on how to make a DVA adapter and plan on making one and testing it next weekend. Thank you!
