What piece is this? 1979 Evinrude 55hp 55975C

Hey guys, I need to replace this part. The previous owner said this was the "power pack". I just ordered the power pack and it looks nothing like this piece. He said this piece needs replacing..ideas? Anybody know what part number it is on the schematic ? Any help will be greatly appreciated. The black piece is what I recieved in the mail today. Doesnt even seem close..any ideas?

He pointed to the entire piece in pic #1.

After further inspection, I may not have a 1979 after all? Thats what the serial number says? But the piece looks like a 1977 Power Pack 2...wth?

id be concerned now as to if the past owners right in that its that part you need to replace.
whats wrong with the motor at present?

Intermintent starting issues I guess. He just said that he took a power pack off an idential motor, put it on this one, and it "ran all day" I take that with a grain of salt. But I figure, $99 isnt that big of an investment so far. Doing the basics now (lower unit, change out gas, spark plugs, and maybe the power pack if I can figure it out).

what's the ID tag on the transom clamp say? Model number?
