1970 33hp Twin Ski - Stuck in gear and full throttle.

Got this boat, motor and trailer for free - so not complaining. It was sitting outside, but covered for a good 4-5 years. After throwing in some new plugs and some rewiring it starts but revs really high and seems to be stuck in gear.
Gear cables aren't working but going back there and doing it manually, you feel it click over from forward to reverse. When I ease back on forward and it should be neutral because the prop spins freely.

I'm not a great mechanic or anything, just messing around with this. So any advice, opinions or experience with this would be appreciated.

Steps;

1. Disconnect the cables from the engine. They are probably frozen
2. You should now be able to shift it manually with the "ear" on the side of the engine.
3. You should now be able to work the throttle independent of the controls.

seems to switch pretty well now, but for some reason she's not starting. I'll check my battery, it's temperamental.
