1977 Johnson 25 throttle adjustment

So I took my boat out for the first time yesterday after rebuilding the carb new water pump and new fuel pump. When I go WOT it really doesn't go anywhere. I know the jets are not clogged up it has new gas and all the fuel lines have been replaced. Today I started to look at it and with the motor off I pulled down on the throttle and looked into the carb and noticed the butterfly was not opened all the way. How do I adjust it. I did notice a plastic screw piece on the throttle cable to adjust the throttle but I ran out of time. Does anybody know how to adjust it so the butterfly opens all the way? Am I on the right track with the little plastic screw piece?

Get a manual and follow the procedures for doing a link & sync. It is important to do it in the steps given.

What exactly is a link and sync? Sorry never worked on a boat motor before
