2005 100 hp Evinrude won't start at idle

I have a 2005 two stroke 100 Evinrude outboard (on a pontoon boat) it was running perfect,then once in a while it would stall at a slow to very slow speed //but would always restart.The last time it stalled it will not start in neutral low RPM...I have to start in neutral high RPM then very quicky shift into gear it runs perfect at higher RPM's.I checked oil level and filled,replaced spark plugs,replaced the water sep filter,replaced the throttle senor,checked fuel for water.????

Bad practice; that is really hard on the lower unit.

Time for some maintenance on the motor. Tune up and carb kits, seafoam decarb and maybe some fuel treatment in the tank

Is the tune up kit more then a water seperator filter and spark plugs,would you disconnect the fuel from the tank,put it into a jug of fresh gas ,seafoam ect and run a while or pull the carbs off ?
