1977 Johnson 25hp carb question

I just bought my first boat. It has a 77 Johnson 25 electric start on it. I'm rebuilding the carb and I can't figure out what the thing is in the middle of the bottom of the carb. It goes from the bottom to in inside of the carb. Does this piece come out? It looks like someone tried to get it to come out and messed it up.

That would be the nozzle and fuel comes up it at full throttle.-----If it does not come out that leave it in , just make sure it is clean.

Do you know if it's replaceable? The wholes on the side looks pretty bad. Where someone put a pair of pliers on it or something and tried to unscrew it
