1996 Johnson 90H - blows fuse when trying to start

Boat engine will tilt, horn works all seems well. When I try to start the engine it blows a fuse. Not sure how to troubleshoot. Battery is new...bad starter or ignition?

disconnect the cable to starter from the solenoid end, thatl show if its not that, i doubt it is.
Does it only happen when its switched to start or when you switch it to on

Could be a number of different things. The main wire harness, a frayed wire somewhere, bad key swtich.... I'd probably look at the key switch first. Possible it is shorted to ground. If the boat ever got rained on, the key switch can get water in it and short out across the internal contacts. A continuity test is a good place to start. Helps to have a factory wiring diagram from an original factory service manual.

Thanks guys I will try this ideas out. It does only happen when switching on. The boat will fire, but then blows the fuse.
