Johnson / Evinrude 9.9 / 15 HP Connecting Rod Torque

This is for a 1977 9.9 HP, with a 1975 15 HP power head, using a 1978 Manual specs.

Manual lists it at 48-60 Inch pounds.

This seems a little low?

Can someone verify the correct settings?

Also, should I use thread locker or anything on them?

New screws shouldnt take threadlocker, if you were using the old ones i would use a bit of threadlocker but ive never reused old screws as they will be slightly deformed.
