1994 25hp Evinrude Temperature alarm

Just had shop put new water pump set up in this and rebuild carb. Motor pumps water like a champ. Motor started fine, ran fine up on plane for about 2 minutes then the alarm went off, motor seemed to lose power the second the alarm went off, thinking this is a failsafe of some sort? I guess i would like to think that the alarm is just messed up, but seems like it would have gone off immediately if that was true, not wait a few minutes. i let the motor cool, did the same thing again after about 2 minutes. the carb and water pump work cost 400 bucks, don't want to sink much more into this one so any help pointing me in the right direction would be lovely. for whats its worth, the power head did seem to be hotter than hell, but this motor is new to me so i have no idea how warm it is supposed to get to the touch. thanks

Thermostat stuck closed? It'll still 'pee' out of indicator..

Is the thermostat easy to get at on these? Do I have to take the whole cylinder head off?
