1991 Johnson 60hp issues!

Today was my first time on the water with my new boat. I have rebuilt the carbs and all fuel lines. Today when I took it out it reved up to 4k and bogged down to about 1500 and wouldn't go past that. I can start it and it idles fine but when I try to take off it does not want to go past 1500.

Any suggestions would be great!

Does pumping the primer bulb while running help any?

Did not try that. The vro is removed. I found black to black wires still plugged in that were to the vro. It seemed to be much more responsive after unplugging them???? I'm wondering if they were causing a short. Going to find out tomorrow.

Use an inductive timing light and see if you are dropping a cylinder when it boggs down.
If it is not dropping a cylinder, I would revisit the high speed orifices in the carbs to see if they are restricted or plugged.

I planned on picking a timing light and multi meter up tomorrow.
