1988 40hp Evinrude cant seem to figure out shift linkage to drop lower unit

I have a 1988 40hp Evinrude model number E40TLCCS got all the bolts off lower unit except for 2 that i loosened to keep it from falling out. I took the starter off removed a couple lines so i can get to the linkage but cannot figure out what needs to be done. Theres a bolt #10 that goes through the shift rod..? Its part # 85 (I have a parts breakdown picture) And reading other posts that doesnt get removed. The only other thing I see that could keep it from being free is a pin but theres no way to get it out.

Thats the #10 bolt that I was talking about that dont seem to do anything but tighten that piece to the shaft that runs under the motor. And there no where to drive that pin to it would just hit the bracket thats behind it.

stbd side theres a pin #74 pull the pin out, push linkage to port to disconnect linkage.
