1961 evinrude 3 HP revs then dies when brought down to slow speed

Hey guys, I'm new here!
I have a problem with my 1961 evinrude 3 HP.
She starts on the first pulls and will run all day at slow speed but as soon as I bring it up to high speed and bring it back down to a slower speed, it just dies. Even if I move the throttle back up, it still dies.
Any suggestions!?

Have you cleaned and rebuilt the carb>?

Yes I did a complete carb rebuild, new impeller and new spark plugs. I checked, I'm getting spark from both cylinders. I cleaned out the gas tank as well.

Are the plugs wet after you throttle down and it dies? Perhaps flooding out or fouling plugs.

I had a Volvo Penta outboard that did that.
If I was arriving anywhere I had to progressively reduce the speed during the approach then it would be Ok and idle happily.

I found it was fouling its plug ( single cylinder)

I was my intention to experiment with different heat ratings but I eventually solved the problem by

I'm running J6C by champion. Do you recommend I change them ? I haven't checked if they are wet after it dies.
