Problems with throttle linkage on 86 johnson 90HP

I am struggling with the resistance felt in my throttle cable. When the cable is disconnected from both ends i can easily move it by hand. When I connect the cable to the control box or hot foot it moves easy and returns as expected. I can move the throttle linkage on the motor with little resistance by hand. But when I connect the cable to the throttle linkage on the motor it is very hard to move and will not return to zero throttle position. (if that makes any sense).

If the cable is adjusted too tightly it will make it hard to shift, note the adjustment should be done halfway between forward & neutral.
