I recently did a tune-up on a 1993 Johnson/Tracker 25 and in the process wasn't getting any click from the primer when I pushed in the key. Grabbed a different control box and still no love. I then tried jumping the primer with a test lead and simply got some minor arcing at the positive terminal, telling me it was eating current but wasn't doing anything with it. I took the primer apart and discovered that the plastic core inside the plunger was completely melted! I had another primer onhand that had a broken cap around the red lever, so I swapped the innards into the melted primer casing and BINGO! Now we can cold start!

Think you need to look into a possible issue with ignition switch or wiring harness.----About the only way it could overheat is a continuous 12 volts applied to it.
