Would the mounting bracket holes for a 1977 Evinrude 70 hp model # 707739 line up with the existing holes on a hull which are from a 1974 115hp Starflite model #115493B, or would I need to drill mew holes and deal with he old holes?

Just make sure you get the motor height adjusted properly.

Is that an adjustment on the motor mount, or another adjustment?

No, it depends on what holes you use on the motor when you bolt it to the transom. The anti-ventilation plate should be flush or parallel with the bottom of the boat.
