1978 evinrude 9.9 - not starting - can't tell if throttle is in right spot

Hello,

I can't get my engine running. It ran for about a second then when I turned throttle it died and now it wont start again.
I have changed everything from oil and spark plugs. My problem may be in the throttle grip, as the shift, start, positions are worn out so I'm not sure where it should be for starting. can anyone tell me what the starting point and shift point is for my motor and how I can't visually tell? Can I notice the right spot from the timing plate?

Put motor in nuetral.---Then rotate throttle handle till you come to the interlock stop.---That is the proper start position for cold starting.
