Agree. Can use epoxy or the 5200, but the hardwood dowel is important. Must be sure to seal the outside of the transom.
BTW, it's a good opportunity to dig around in there a little with a pick or small screwdriver and see if you have some soft wood.
add too that I usually use epoxy so the dowel is soaked along with the surrounding transom wood (actually could even be better if you do that to use a softer wood, in thinking about it, so the epoxy is absorbed better -- think most of the dowels you find are probably hardwood anyway, so maybe moot.....)
