evinrude will not idle up

1987 Evinrude 140 E140txcua.
Need to turn idle up a little. Loosened jam nut and turned screw out as per Evinrude service manual. Could see timer base move forward but idle stayed the same. Could the timer base be bad?

Not likely IF the engine runs Ok otherwise. How does it run? All the way up to WOT, strong?
If so, unlikely a bad timerbase.

If you determine the timerbase is OK, I would check very thoroughly the complete link and sync procedure.

Make sure all butterflies are closed completely, etc.

What is it's idle speed now?

The motor runs good at wot. It dose have a hesitation or bog at midrange.
Have done link and sync.
Not sure what idle rpm is, tach does not work. Just idles low. almost cuts off.
Engine runs smooth, no secondary ign problems. Just trying to get base idle up a little.

You may be running strong at high RPM in no load condition but it sounds like one or more cylinders are not working well. Try spraying fuel/ oil mix into the carb throats and see what results. If the motor picks up then do a carb job. If it doesn't change then check the sparks with a spark tester.

Do a cylinder drop test on it at idle and see if it's running on all 4 cylinders. A motor can lose a cylinder at idle and pick it up at higher RPM.
