1999 60hp Johnson outboard water pump issue???

Recently my alarm went off and the engine shut down because water was not running properly. I was trolling in at the slowest speed possible. After the engine cooled off it started back up and everything was fine for the next few times on the water. Lately after closer examination, I have found that in neutral the water spews out of the motor just fine and at speed, it's fine too. The problem is when I move the throttle to the first click forward to troll at the slowest speed, it doesn't pump water through the motor properly. Any thoughts for solutions would be greatly appreciated.

Put a new water pump in it and see what happens.

Get the whole kit if you can as it often more than the impellor that is worn

+1^^^ You should replace your impeller every other year regardless of how much you use the boat just as preventative maintenance.
