Reverse lock on 2002 Johnson 25hp gone

I just bought this motor and the assembly and linkage is gone. It does have the bottom piece that locks on the trim bar.

But I do not have an option to easily unlock the motor to raise up, or run it in shallow mode where it would kick up if it hit a stump or something.

Can I rig a pull rope or something similar without replacing all the parts in between?

Try it and see what happens. Or other wise go to shop.evinrude .com, look up your motor and see what parts are missing.
