2 HP Johnson ignition shock to cowling

I've been playing with the 85 Johnson 2 hp with little compression; soaking the rings to free them up. While doing so I removed the side exhaust cover that has the ground strap from the magneto plate attached to one of the side cover bolts. I had the ground strap just hanging in the air and when I pulled the recoil I get shocked holding the cowling. I re-attached the ground strap to one of the bolts where the exhaust cover is located and the shocking ceased. Is this normal?

Thanks F_R: I can now sleep better knowing I'm back to only one problem; the compression. Electricity and ignitions are strange and someday I'll try to figure it out. At least now I know I didn't mess of the ignition system when I went through it. thanks again!
