1968 Evinrude 3 hp cooling

Should the 3 hp Rude have a tell tale? Also I am replacing the impeller and there is a round plate just below the impeller. It has a crescent shot on it and I cannot remember if the slot went to the front or back or does it even matter.

Slot toward front. I believe the bolts will only line up in this position..

There are some holes in the rear of the exhaust housing just above waterline where cooling water is spritzed out when running. No tell-tale per se. Exhaust pressure forces the water out there as it's falling, so no real stream.
