95 johnson 50hp NO FULL THROTTLE boat wouldn't plane out.

Boat starts fine, idles fine. reverse works good. But once the control comes out of troll to full throttle it seem I only get about half throttle. Not enough to even get the boat on plane.

I've cleaned the carbs already.

Please any thoughts would be appreciated.

Are the throttle plates horizontal when you are WOT?

Do a compression test on it and then a cylinder drop test to see if it's running on both cylinders. You may have spark or carb probs if it passes the compression test.
