Johnson tiller question

gear in stop position.jpggear in mid posittion.jpggear in wide open position.jpgI have a question about the tiller gears on my 1967 Johnson 20 hp outboard. When I twist the throttle, teeth initially engage, then, as I continue to twist, there is a dead spot and then the gears will engage again. I want to make sure that the pinion gear is in the correct position. I bought this boat late last year and have had some previous owner issues I've had to deal with. The pictures I've attached show the positions of the pinion gears, through the range of turning the throttle. Not an outboard mechanic so I thought that someone could let me know if the gears are in the proper position or not. From what I can tell from the pics it looks like some teeth are missing off of the gears and that will give you your problem.
