1981 Evinrude Starter and Solenoid

When I put the battery to the starter cables I get nothing no clicks no turning. When I bypass the solenoid and go straight to the starter It lifted and turned a little then stopped and I was getting sparks. Should I be replacing both of these?

This is a 25 horsepower.

Before you start replacing everything I would clean every battery connection from the battery to the starter and solenoid and ignition switch; everything should be shiney bright and tight. Also get your battery load tested at an auto parts house. That may be your problem. Good luck
