Question about my Evinrude 35 hp time capsule transom marking plugs or dowels?

Hi, I just picked up a 1982 Evinrude 35 hp. I think it came out of a collection and was only started and ran a few times. It is utterly nice and I don't think it has ever been bolted to a boat. The guy I got it from said it was his uncle's who died and this guy didn't know anything about the motors. My question is there are two metal dowel type pins in the clamp bracket holes where you would use to bolt this motor to a transom. Are these pins for making a mark in the transom so you have a place to drill the transom? Are they normally shipped from evinrude like this? Just trying to see if this motor truly has never been put on a boat. The pins stick out slightly on the front face of the transom bracket (the face that contacts the transom), my gut tells me that is what these are for and the fact that they are still there and not pushed flush with the bracket means this wasn't put on a boat. Anyone have inputs?

All i know is that mine didnt have them still in there.
Looks like a showpiece to me
Close inspection of the prop may reveal something but its looks like its long being waiting an outing

they might be there for shipping/mounting when the motor was new ? good find take care of it

You knock those pins out and use the holes to bolt the mtr to the transom. Use the proper mounting hardware.
