Squeeze bulb question

Hello

on my old 70 hp stinger the squeeze bulb will pump up hard BUT

on my new ve175gletr 175 hp 1993 evinrude intruder the bulb will not get hard
new bulb and line, no leaks , VRO Disabled ( but still VRO fuel pump)
when i squeeze it i get this sound like a frog coming from the top left side carb (i think that is where the sound is coming from)

is this normal for this engine ?

Don't know about the frog sound, but it sounds like there maybe a sticky float needle. The bulb should build pressure.
