1988 evanrude 110 small tubes both sides of manifld

What do the small tubes that are attached to the manifoild do for the engine?
I was told they have to do with oil but reading they are called balance tubes. I am in process of putting front of engine back together after pulling bottom end off installed new seals, bearing, and water pump.

You may be referring to the "recirculation" system on the engine. It draws excess (esp at idle) fuel from behind the reed plates and combusts it. Helps with idling characteristics. Came out on the later model year crossflows like yours.
