What does the small tubes that run on both sides of the manifold do was told that they have to do with oiling? I want to understand what they are for I am in the process of putting the front back together after hooking up the shifter lever that runs from gearbox.

You are probably referring to the recirculation hoses on the intake manifold. This hose/system was added to these crossflows to improve idling. Any excess fuel is drawn off the back of the reed cages and recirculated into the engine's combustion system. You won't notice much running difference until some of the hoses develop a crack/leak.
