1999 Mercury 30 hp, how to remove steering tube?

I just bought 1999 oli injector 30 hp with rusted steering tube, can not slide the steering cable through. have been trying to clean rust out with drill but still can not slide the cable through. how do I remove it?.Thank you for any help.

If you're running the 7/16 in the tilt tube try a 5/8 and see what happens.
