Johnson 25 HP Water Pump Question

I recently purchased a used 25 HP Johnson OB. I noticed this am that when trolling at low speeds, the water coming from the OB is hot. When putting the motor in neutral and revving up the engine, the water cools. My guess is that I need a new water pump and or impeller.
