1984 300 HP Evinrude fuel regulator problem

I have a 1984 Evinrude 300 v-8. I have fuel pressure to the regulators but not fuel out. what triggers the regulators to release the fuel.

Fuel Regulators? If you're speaking of the VRO pumps, they are actuated by the crankcase pressure generated by the down mode pressure of the piston. To determine which piston, trace the pressure hose from the pump to the crankcase.
