Help with a 1993 Johnson 40 HP Outboard Question

I had to replace the impeller on my lower unit and just got it re-attached to the engine. I can't get the Prop to spin in neutral, I need some help or advice?

Please tell me if I am correct.
1) The prop should NOT spin when the boat is in drive.

2) The prop should spin freely when it is in neutral.

3) The prop should NOT spin when the boat is in reverse.

What did I do wrong????
Any help would be great.

Welcome to iboats. sounds like you got it out of adjustment when you put it back on. Is this a tiller handle or remote controls? If it is controls unhook the shift cable and see if it will shift gears by turning the lever that the cable goes to. Engine doesn't have to be running. I am going to bet that the shift rod pushed down into forward when you put the lower unit on so it is starting out in the wrong gear. The answers to your questions is yes.
