71 100 HP Evinrude blows 20A fuse when throttle increases. What to look for???

I have just gotten a boat and yet to get it out on the water. It has a 100HP Evinrude and will blow the ignition fuse when a load is put on. Where do I begin to look for reason why?

Check the inside of the control box. Possible one of the wires to the key switch is rubbing/grounding on the throttle mechanism, esp when you move to WOT.
