How do I remove lower engine cowling/belly pan on 30 hp Evinrude?

While removing the starter to get at the carb tonight, I broke the head of a bolt off that holds the starter to the rear of the motor. It is one of the two bolts that pin down the the rear lower starter bracket/swivel point. It is below the top of the bottom half of the engine cowling. Well below the belly pan so I cannot get a drill bit/screw extractor at it.
How do I remove that part of the cowling? Thanks!

Welcome to iboats. It would help if we knew what year engine you are talking about. Have a model number?
