1960 Evinrude Fisherman 5.5hp tiller handle problem

I have recently acquired a 1960 Evinrude fisherman 5.5. It had sat for the last 14 years in someones shed. Since then i have cleaned the carb, replaced the fuel filter, fuel lines, plugs and wires. For the first few days i could get the engine to start and run for about 15 seconds but it would immediately shut off. Since then when i pull the starting cable the tiller handle spins from the start position to the stop position. What can i do to alleviate this problem?

remove the flywheel and clean the rust from the coils and flywheel magnets.....or maybe one of the coils has come loose and is hitting the flywheel
