1996 Johnson 150 hp cutting out

My 150 HP looper is intermittently cutting out.
It will start to stumble and then almost totally cut out to the point of stopping.
Varying rpm several times - usually to the high side will eventually get rid of the problem and then will run ok.
Sometimes the problem will go away quickly
Other times even at idle it is trying to cut out.

It smells like it is running rich.
Plugs were pretty fouled but new plugs didn't help.

Any ideas?

Have you ever checked the spark when this occurs?
