unknown part on a 1968 johnson seahorse 9.5

I purchases this 1968 9.5 Johnson seahorse, from a second owner
and surprisingly, this outboard is really clean, Im doing a tune up of replacing the points, condensers, coils, fuel pump, and cleaning the carbs.

But there is a arm Bracket that is just hanging in front of the motor, and not attach to anything, curious if its missing a part?? or what is that arm for.

another thing is this fuel filter to big and cause problems? I had laying around

The filter is fine but I don't recognize the arm. I'm sure somebody else will chime in.

The link is the connection between the throttle and the gearshift lockout. When properly connected, the lockout limits how much throttle you can give it in neutral, and also prevents you from shifting at high throttle settings.

You really don't need an extra filter. You already have one under the black cap on the fuel pump. But I suppose it won't cause any problem either.
