89 Johnson 110 outboard does not engage forward or reverse

I have an 89 Johnson outboard 110 HP that I just took out on the water for the first time. It starts and idles but will not kick into forward or reverse. Any ideas on where I need to start to figure out what's wrong?

Start by making sure the shift cable is attached and moving the shift linkage on motor. Then make sure shift linkage is attached to shift rod under bottom carburetor.
